DNV Highlights Strategies to Minimize FuelEU Maritime Compliance Costs
With the FuelEU Maritime regulation set to take effect on January 1, 2025, vessel owners face mounting challenges in understanding and meeting the new requirements. While compliance may seem costly, a new DNV white paper outlines actionable strategies to significantly reduce these expenses and avoid steep penalties.

FuelEU Maritime at a Glance
The regulation introduces stringent greenhouse gas (GHG) emission intensity requirements for ships over 5,000 GT operating commercially within the European Union/European Economic Area (EU/EEA). GHG emissions will be calculated on a well-to-wake basis, encompassing emissions from fuel production, transport, and onboard combustion.
Provisions also exist for crediting vessels that adopt wind-assisted propulsion, promoting innovation in the maritime sector.
Insights from DNV’s White Paper
The newly published white paper, titled “FuelEU Maritime – Requirements, Compliance Strategies, and Commercial Impacts”, provides shipowners with a comprehensive guide to understanding the regulation, outlining cost-effective compliance strategies, and analyzing their potential commercial impact.
Key findings include:
- An in-depth case study of an 80,000 dwt bulk carrier operating in EU waters, showcasing a range of compliance strategies.
- Analysis of the financial implications of strategies such as paying penalties, adopting energy-efficient measures, blending low-GHG fuels like bio-MGO, bio-LNG, e-methanol, or blue ammonia, and utilizing shore power or wind-assisted propulsion.
- A demonstration of how adopting LNG and bio-LNG as compliance fuels can save up to 16% or $21 million over a vessel’s lifetime compared to using bio-MGO.
Cost-Effective Strategies
The report underscores that paying penalties is the most expensive option, especially over consecutive compliance periods. Conversely, using LNG and bio-LNG emerged as the most cost-efficient approach, enabling vessels to delay the need for expensive low-GHG fuels until 2035 and maintain compliance using fossil LNG through to 2044.
Energy-efficiency measures are also highlighted as a critical component in reducing fuel costs and compliance expenses. However, these measures alone cannot meet FuelEU requirements.
Recommendations for Shipowners
DNV offers the following key recommendations:
- Prepare fleets and organizations early to identify the most optimal compliance strategy.
- Secure long-term fuel offtake agreements to ensure access to low-GHG fuels.
- Incorporate energy-efficiency measures to reduce overall costs.
- Update contractual terms to include FuelEU Maritime provisions and ensure access to verified emissions data.
Looking Ahead to IMO Regulations
The white paper also notes that the International Maritime Organization (IMO) is preparing to adopt similar net-zero regulations by 2025, which are expected to come into effect by mid-2027. This emphasizes the need for shipowners to take a forward-looking approach to compliance.
