Japan Aims to Build World’s Largest Coast Guard Cutter

The Japan Coast Guard is planning to construct the world’s largest cutter, a 30,000-tonne vessel that would surpass the China Coast Guard’s formidable CCG 5901, the current record-holder. The proposed cutter, a 200-meter “maritime base,” will be a multipurpose vessel with capabilities far beyond that of typical coastal patrol ships, incorporating features often seen in small-deck amphibious vessels.

A $24 million budget request for the initial phase of construction will be included in the Coast Guard’s next fiscal plan. The vessel’s mission profile includes housing up to 1,000 people during natural disasters, deck space for three helicopters for emergency response, and facilities for launching and recovering small craft. In scenarios such as a mega-quake or a national defense crisis, the cutter will have significant capacity to respond effectively. Its size will allow it to assert dominance in confrontations with the China Coast Guard and deter illegal fishing activities. However, the Japan Coast Guard emphasizes that the cutter will not carry a deck cannon and will not be deployed in the Senkaku Islands, where encounters with Chinese forces are most common.

The total construction cost is projected to be around $470 million, with work potentially starting as early as next year, pending funding approval. The vessel is expected to be delivered by 2029.

Once completed, Japan will boast the largest coast guard cutter in the world, significantly outclassing the U.S. Coast Guard’s Legend-class National Security Cutter, Japan’s own Shikishima-class cutter, and China’s Zhaotou-class cutters, often referred to as “monster” cutters. However, due to the absence of autocannons, this new cutter may not be classified as an “armed” cutter.
