Portugal’s New Government Prioritizes Offshore Wind Development

In a decisive move towards renewable energy expansion, Portugal‘s new government has underscored its commitment to advancing offshore wind energy. Environment Minister Maria da Graca Carvalho emphasized the administration’s focus on not only developing offshore wind but also “repowering” onshore wind farms and fostering solar projects, particularly small-scale initiatives.

Speaking at an energy summit in Lisbon on Monday, Carvalho announced that the government would unveil key details of its offshore wind energy policy in July, offering much-awaited guidance to investors. However, it remains uncertain whether the planned offshore wind auction will maintain the previous administration’s proposed 2 gigawatts (GW) capacity, as specifics on timing and scale have yet to be confirmed.

Currently, Portugal boasts a modest 25-megawatt floating wind project off its Atlantic coast, operated by Ocean Winds—a collaboration between EDP and Engie. With the upcoming auction drawing interest from various entities, including BayWa from Germany, the Irish-Spanish consortium IberBlue Wind, Copenhagen Infrastructure Partners, and a partnership between Galp and TotalEnergies, the nation’s offshore wind sector is poised for significant growth.

Floating wind farms, designed for deployment in deep waters where winds are stronger and more consistent, are expected to play a pivotal role in enhancing energy generation compared to traditional seabed-fixed or onshore installations.
